You just have to look at the half equation for H2O2 acting as a reducing agent:

H2O2 -----> O2 + 2H+ + 2e-.

As long as this half-equation is followed, oxygen gas is always released.

No there are no exceptions since H2O2 is very instable and every kind of contact (even with dry air) makes it reduce. The oxygen release can only be retarded or reduced by playing on pressure/temperature but not totally avoided.
