You think the government could wrong without an income?
Look at all the services and departments that have to pay salaries and pay the electric bills. We all use the services at one time or another so we are just paying in advance for things that we will use eventually.
The Romans taxed, the Greeks taxed, the monarchies taxed, if it wasn't a income tax there was sales tax or duty taxes on goods, another tax that brings in revenue, tolls.. on bridges and roads.

Taxes have been with us as long as there have been rulers. Those that are the underclass always pay the ruling class so they can make decisions for them. The working class has never been smart enough to do without a ruling class. Even the religions require that the believers recognize the governments and ruling class.

The weren't invented. Taxes are as old as government itself and have been around for thousands of years. Government costs money, and extracting a toll from the governed is the logical way to raise those funds.

If I remember from school correctly (that was such a long time ago) the federal income tax was established as a temporary way to fund WWI and has stuck around.
