Yes this will change things politically and probably change the environmental outlook in Canada.

Politically, I am sure the USA will suddenly being some political posturing reminding Canada that they use our military as protection.

Environmentally, I am sure the Canadian govt will suddenly be a lot more relaxed on environmental controls seeing they will need to harvest this oil.

Yes I'm from Canada and in 5 years Ive already seen drastic changes to our economy/environment and their not good. The other day I was on Google Earth and was looking at British Columbia, it was insane the amount of forests harvested in like half of the Provence. I blame the US, I feel that we are just a resource for them in exchange for support in fighting our wars, but in reality I think they would let the bombs drop on us If It weren't for the value in the land.
