Why the citizens of U.P& Bihar prefer doing govt. jobs rather than doing thier own business?

Dont Limit it to two states.

Government Jobs=No work + Prompt Monthly Salary +Guarenteed Social Security for Life.

Business=Hard Work + Risk Involved +Social security (Prince or Pauper, mostly the second).

As simple as that

The citizens of U.P & Bihar Don't want to invest their money, most of them are lazy.
