I don't think about it..it's none of my business. Maybe it is keeping them awake talking on the phone so they don't run into your car and smash you to bits.

Cant really judge actually. Some people have to take an important call- and if they are unable to pull over- well then hope they are able to finish the conversation quickly without accidents.
But if someone phones just for a chat, then don't answer, or tell them you driving and put the phone down, they may be upset but not as upset as they would be if you get yourself killed!
People just have to be understanding and know the facts of the matter. If you on the road and you see a person on their cell, just be aware of what the reason could be for them taking/making that call and just be carefull driving with them around you.
