< > and = are symbols used to compare numbers
< means less than
> means greater than
so 2<3 is a factual statement...
but i want > 3 cakes at the party would just mean you want 4 or more....
oh yeah... but if you flip it and say <3 close together in chat world means a heart!

it depends upon its use... either less than 3, mathematically or graphichal....
a symbol like ( > ) eyebrows are angry and ( 3 ) is like a cat smile...
or for bad one, heh maybe guy's hanging balls.. lol
its up to u which one u think...
