In the USA the private universities charge all students the same fees. Some students receive scholarships to reduce the fees if they are "need" based (their families are less wealthy) or merit based (if the student is extraordinarily smart and has won academic honors). Most top level schools give very, very few merit scholarships since all of their students are academic stars.

In the USA publci universities are operated by the 50 individual states. In each state the students from that state attend for "in-state" fees, but students from a different state who wish to attend must pay "out of state" fees which are generally much higher - almost as high as the fees at a private school.

International students are usually NOT able to get scholarships at private schools, especially at the top level where thousands of American students are applying for aid. In public schools, the international students are usually regarded as "out-of-state" and pay the same fees as if they were American kids from a different state.
