If you wish to start a small, simple site, you can use Yahoo's Geocities service for free! You get 15 MB of hosting which lets you experiment until you are ready to pay money for your own domain.
If you want to make an initial HTML page, have a tinker around with Microsoft Frontpage, it is versatile, easy-to-use software that's excellent for beginners.
