For me, it takes alot more than a song for the tears to start flowing (not to sound tough, it's just I really dont cry very often)... but the saddest ones for me are:
Better Man: Pearl Jam
Because of the personal memories attached to it.
and
Pink Bullets: The Shins
Just because it's really sad subject matter!
and
Is There Anybody Out There?: Pink Floyd
This one is instrumental, but it really touches me. If I ever decide to kill myself, this is definatly the song that will be playing when I do so. heheh.
It's weird though. Now that I think of it, sad songs in a strange way actually make me feel good!

I have several. The most recent was "Men and Mascara Always Run" by Julie Roberts (not to be confused with Julia Roberts). That's been my personal experience. The song hit home. Hard.
Others:
"Run For the Roses" by Dan Fogelberg. What can I say? I live in Louisville, Kentucky.
"Who's Gonna Fill Their Shoes" by George Jones. Will get anyone who loves classic country music, as I do.
"I Meant To Do That" by Paul Brandt. If you've ever screwed up a relationship, that song will grab you.
"A Dozen Red Roses" by Tammy Graham. It's about a bride who receives a boquet of roses on her wedding day. She can't think who they could be from, until she reads the card and sees that her long-deceased father, knowing that he was dying, had requested that they be sent so he could somehow be there with her on that day.
"Teddy Bear" by Red Sovine. It's about a crippled boy befriended by a bunch of truck drivers. I'm not the only one. Last time I heard it on the radio, when the deejay came back on the air, he was crying and couldn't even read the weather report.

Goodbye my Lover - James Blunt. The words are so true for me over the past year.
More recently, A Whole New World - from Aladdin. This makes me 'happy' cry cause it was the song we walked down the aisle to for my sisters wedding.
And Burrterfly Kisses - Bob Carlisle. Makes me think of Dad, we are really close and I miss him.

I am not sure the name of it (if you do let me know it is a country song) but the song is a woman singing about her daughter and how she grew to be a beautiful wife and that it was her wedding day. I am a mother of a grown daughter and I think back on all the joys she and I shared while she was growing up.

What a Wonderful World(Louis Armstrong), Into the West(Annie Lennox), Homesick(Mercy Me), It Can't Rain All the Time(Jane Siberry)..so many songs it would take a long time to list. Those are the main ones though.

Any mallcore "music", like Limp Bizkit, Korn, Linkin Park and Slipknot, only because how horrible it is. I choke up, start tearing and sympathize with the sad state of music. I cry for about 5-10 minutes.
