If you are traveling by aircraft, you need one now. If you are traveling by any other means you will need one effective January 01, 2008. If you make this journey often you should apply now because it does take quite some time to get one.

The rest of the passport law comes into effect either in March or June. It is not to get into TJ but to come back. Ask at your post office or where ever passports are obtained. In LA you should have someplace to call.

If you're driving, then right now you don't need a passport. The passport requirement that kicked-in in January only applies to those that are flying into certain countries. I don't believe the passport requirement for driving comes into effect until much later this year, but I'm not sure of the exact date.
