I have an immortal cycle. It never stops running.
I park it next to my immoral cycle which is the bike that always gets me into trouble.

Over here in England all motorcycle silencers are illegal unless they are stamped with an official mark.A car could drive past a cop with an exhaust loud enough to make your ears bleed and there would be no response, but if a bike was parked on the street with an illegal exhaust then your getting a ticket.

Certain mufflers ARE illegal, it's just a matter of if the cops want to take the time to hassle it, or look for more serious issues elsewhere.
As far as Jesse James, the fine was $250,000 for selling 50 bikes that didn't meet CARB (California Air Resources Board
[i. e. SMOG]) requirements for the state of California.

EPA noise regs apply throughout the country so you could get a ticket anywhere for illegal exhaust.
Jesse James got lucky, the fine is $10,000 per offence for manufacturers and $2,500 for individuals
Yamaha got fined $24,000,000.00 (twenty four MILLION)
for selling bikes that didn't meet CARB ( but California was making an example of them to frighten everyone else)

Loud pipes are illegal just about everywhere. But in order to be fined, they first have to be caught. And finding a cop who is stupid enough to be willing to risk initiating a high-speed and possibly dangerous chase because of irritating noise is a hard thing to do. Most police are too smart to bother with idiots riding loud bikes.
However, in some areas where they know there will be thousands of bikers (like Daytona in the US), the cops will set up roadblocks for bikes and issue fines for loud pipes, smoky exhaust, stupid handlebars (like "ape hangers"), no lights and other safety violations. In Daytona, it's mainly a revenue generator. In other places, sometimes, it's a way to improve public safety. In any case, it's rare enough that idiots who want to be annoying will be around as long as IC-powered bikes.
