PVC is poly vinyl chloride - vinyl for short. PU is polyurethane, a synthetic rubber. I'm not sure if polyurethane comes in a fabric form - it probably doesn't. But I prefer cloth seats to vinyl or solid rubber covers - they're much more comfortable in hot or cold weather.

PVC is used for making clothes , raincothes, dresses bras etc
PU is harder better for use as carseats
