It will lengthen the process, but the water will boil at a higher temperature than it normally would. This is why lots of recipes call for adding a small "pinch" of salt to boiling water, because it causes the water to "cook" what you are placing in the water at
a higher temperature.

Addition of salt increases the BP of water. That means that the temperature will go above the normal 100 degree celsius at a much faster rate. Consequently, this will hasten the heating process. This is as simple as it gets. Don't know why some of the answerers disagree.

If I remember correctly (I'm not much of a cook), adding salt to the water raises the boiling point slightly. This means that it will come to a boil more slowly, but will cook the food faster once it boils. I think it also raises the heat capacity of the water, which again allows food to cook more quickly.

well actually salt only keeps water boiling for a longer time but it doesn't speed up the boiling process

If you are talking about Physical Chemistry this is the (delta t-sub f) and (delta t-sub b).
Addition of salt will increase the boiling point of water.
Conversely, the freezing point will be lowered.
