In the summer is totally crowded, hot like hell in many countries like Italy, France, Greece and Spain.
I say the best time to visit Europe would be in the spring, not too cold, not too hot, most people are not on vacation yet, it's not on a high season yet so you can find better deals in hotels, cheaper airfares than on summertime.

September-October, because in late spring (April, May, June) Italy and Spain are packed to the brim.

In Italy it is actually far more expensive in May than later in summer, as it will get too hot in July and August.

People also have more days off during springtime (Easter, Pentecoast) than during autumn, so a lot of local short-term holiday makers cloud the sunny spots too.

But if you intend to visit Scandinavia or Russia, definitely go in summer.
