I don't know about better, but personally, I'd be afraid that whatever is holding the liquid would leak, and my computer would get fried.

No. Extra cooling does nothing but to allow for overclocking of your computer's CPU, Chipset, and CPU. Overclocking allows for greater speed, but the method of cooling itself, has no benefit.
