It probably needs to be pumped. Your neighbor is probably lower than you so they are getting the backup.
It is not necessarily your fault. It's just full.

It's probably already too late to do anything that will fix the problem. You need to call out a honey dipper truck and let them empty your septic tank and start over. You need to add bacteria in the septic and watch what you put down your drain in the bathroom and such. Most sinks go straight to the leach lines and don't go through the septic tank. It depends on how old your system is.
Don't put any Bleach or any other harsh chemicals down the toilet. It will kill any bacteria you have working in the septic tank. This bacteria is necessary for your system to work properly. You can buy it at your local hardware store.

Sounds to me like your neighbor has the problem. I have never had the experience of sharing a septic tank. Who pays to have it serviced when needed? Suggest you call a local plumber and septic tank company.

Probably need the septic tank cleaned out. The cover will need to be dug up and then they will pump out the contents of the tank. Not really what I consider a Do It Yourself project. In fact, personally, I would try to not even be home when the did it.

Firstly, determine who's sh*t is making it plug... afterall, yours doesn't stink so if there's a smell... it theirs... right?
