This is a difficult question to answer. Skype is a free program that you can download from skype.com. They offer free computer-to-computer calls. However, since you are looking for computer-to-regular phone line calls, most, if not all, services charge for this.
so, unfortunatly, i think you may be out of luck on this one.

You should go Globe7. Its free and once inistalled on your PC, u can make free calls anywhere in the world. You can make 1 minute free call per Yahoo ID. So make more Yahoo ID's and call more for free.
