I was looking for same game couple of months back, however I managed to find a site http://kb.iu.edu/data/agtj.html which offers demo version of F-22 Lightning. Hope this might work out to you. Otherwise I didn't find the full version even NovaLogic don't sell it anymore.

Good luck. There may be sites offering free full downloads of games which are out of print. No reason that nobody can legally enjoy them.

Its insane to me that the artwork which is a game is not up for free to anyone who gives a dam*, when there is no longer a single person making money off of it.

Comanche 4 comes to mind thinking of NovaLogic. And I will never froget playing the old Delta Force games...
