In the right envionment human hair will last for ever. Mummys from the Egyptian tombs have hair.
Hair is dead to begin with, new frowth occurs atre the base of the follicle near the scalp. anything above that is actually dead.

In an exposed environment it will detiorate in about 5 years as elementds of the soil will break it down. Buried corpses can still have hair up to the time their flesh eots and then affects the hair full putrifaction to skeleton ( albeit grisley) is roughly 5 yrs

The hair will not degenerate if you put it on the floor...

However, decomposers WILL make it 'rot' and "unlast" if it were to be left out in nature.

Unless a corrosive/outside material/harm happens to it, leaving it on the floor will not make it rot.
