Firstly, if you're only in Melbourne a few years it's probably only worth buying if you have confidence in making a capital gain, as transaction costs on a sale would cover 6-12 months' rent.
The north and west of Melbourne are generally the lower socio-economic areas (with some exceptions). Reservoir has an on-the-skids feel compared to most other areas (which doesn't automatically make it dangerous). Preston would be a rung higher up the ladder, followed by Pascoe Vale.
Consider transport too. If you're close to Sydney Road trams (Coburg) you've probably got the most convenient journey (although trains on that line aren't frequent). The train trip out to Pascoe Vale will be slightly quicker than the Reservoir line.
Niddrie and Maribyrnong are relatively affordable suburbs with realistic tram journey options too; also consider inner western suburbs close to rail lines (these suburbs vary in quality).

G'day,
I am assuming that you are going to study in Parkville campus. Out of the three suburbs that you have mentioned, Reservoir is the furthest out from Parkville, Pascoe Vale second and Preston is the closest one.
Crime/safety are generally the same as all other suburbs in Melbourne. I am attaching an article from Melbourne's The Age newspaper for your reference below. Culturally, they are also the same, although if I'm not mistaken, Pascoe Vale slightly has more Moslem/Islamic community composition compared with the other 2.
In regards to access, Reservoir has the advantage of closer proximity to The Northern Ring Road, to easily access the other part of the town (except South East). Unfortunately it does not make it easier to get to the town (or Parkville) during peak-hour period.
My suggestion is to maybe have a look towards the west a little bit, since the properties are slightly cheaper and sometimes better access to city. This may include Caroline Springs, Marybyrnong, Avondale Heights, Altona or Newport.

Reservoir is full of crime, and is very multi-cultural.
It would he advisable to not live in this area,
however,
Pascoe Vale is becoming more popular now, and is funky (in it's own way). Pascoe Vale, like all suburbs has crime, but i would say it has less crime then Reservoir and Preston.

The areas you are talking about are very multiculture areas. In relation to crime and safety, it really depends on who your neighbours are in these areas. I wouldn't be to worried though, I would (at a guess) say that they are pretty decent places to live.
Maybe ring a few of the local police stations and see what they say.

I would say there are certainly parts of Melbourne that I would rather live.
Don't know the areas that well, but have driven through.
There are worse places in Melbourne, but there are certainly many many better ones
