How many different four-digit numbers can be formed from the digits 0 through 9 if the first digit must be even and cannot be zero?

It does not seem to be so much of a statistics question. If 4 digits are to be present and reuse of a digit is allowed each thousand starting with 2, 4, 6, and 8 meet the requirement. That makes it 4000.

that depends, is it allowed to reuse the digits ?
so for example is 2222 allowed ?
