Make sure all plugs are firmly in place. Check your power connections inside the case. If they are firm, your may have one of three problems. You may have a bad CPU, bad Graphics card or chip (if onboard) or dead monitor.
If you can, swap parts as you can.

You don't see the power-on test from your PC? Check your monitor connection, make sure your Video Card is okay. Also, there may be a critical power problem if you're hearing no beeps whatsoever.
Does your hard drive light up during power on, even without the screen on? If not, the problem is with the system itself. If it is lighting up, doublecheck on the video: your system may be running and you don't even know it.
Does it go black in Windows XP Startup or after the black XP Logo fades? That would be a problem with the software, and a Technician may need to help you out, or you might need to reinstall the operating system.

It is definitely not a software issue, so reloading windows will not help you.
As stated before, check to make sure everything is seated properly. This means your memory, videocard, and any other peripherials such as sound cards or network cards. Also check to make sure there are no loose screws or anything that could be causing a short.
If that doesn't solve the problem, then you need to Isolate the problem. Bring the machine down to the bare minimum. We're talking Processor, Memory and Video card. I
f that solves your problem, then add components 1 by 1 until you find the bad component.
If it doesn't, then you are going to want to test it with a different Power supply, processor, memory, different video card. One by one of course.

i can help you on your problem but can i ask a favor. can you please elaborate more your problem.what else you notice on your PC when you turned it on?is the monitor turned on?is your PC led lits when switched on?even though your PC doesn't boot or lost its operating system (OS) due to viruses or whatsoever,your PC will still do the memory scanning,& pause on the booting operation,asking a boot disk.if from all of these your computer still show a blank screen,therefore the problem is in your motherboard or in the processor.inquire it to check to a techinician as well.goodluck.

Do any other devices start up, like printer, fax, scanner? Do you see the hard drive light flickering? If yes, then the video card is either not working, not attached, overheating, or the power cable to the monitor is loose or diconnected.

Reload your operating system. Your computer should have came with a disk to do this with. If not, you can call the manufacturer to get one or for other help. The operating system probably is gone, so until you reload it it will not work.
