They too want to live better provide better life for their children but the situation makes them so.They are unable to get out from the situation they are in except a few fortunate ones..They cannot have education and good health or living conditions and are forced to work from their young age.This situation goes on and on..The Governments too turn a blind eye very often.So the poor remains always poor.

Well, If they are poor, they likely do not have much of an education. Which means they are stuck in the "blue collar" jobs, which dont pay anything. Meanwhile they have families to take care of and the whole other issue of inflation. Everything cost a lot of money now a days.
Who wouldn't want the best for their children? Most parents do, but not all parents have the resources to send them to "good schools" outside of the Ghetto and more than likely will not be able to afford College for them either.
Hence, the cycle continues until one of those kids in the ghetto can get scholarshiped to college, get a degree & become successful professionals...Then hopefully at this point the cycle of poverty has been broken!!

Maybe they don't have the time to better their lives. Lets say a single parent works a lot to make ends meet. He can't just decide to go to school (for example) and lose that money he would have made. They need short term solutions and don't have the opportunity for long term solutions.

here's my theory of poor: (read it carefully; mistakes occur.)
People can't go to school. Why? Because they are poor. Why are they poor? Because they don't work. Why don't they go to work? Because they don't have any scholastic experience. Why do they? Because they can't pay for it; they're poor.

its by design. capatilism requires there to be pverty so that there is an available pool of cheap labor. And when the pool starts to get low, we import more poor people.
