The elevator stops and they step out. Bond moves in closer.

Bond: Hope, spring is eternal.

Moneypenny: You know, this sort of behavior could qualify as sexual harassment.

Bond: Really, what's the penalty for that?

She means that one day he is actually going to have to do the nasty with her instead of just talking about it.

An innuendo is a remark or question, that has an intentional hidden meaning. In this case a sexual meaning (James is always flirting with Moneypenny), both of them know it and enjoy the word play.

When Moneypenny says: "Someday you have to make good on your innuendos."; She means in a playful way "One day you'll have to do what you say."

Exactly as DryIce says... throughout all the movies he's done that kind of flirtatious innuendo with Moneypenny but he's not serious about it.

Bond is always flirting - shamelessly - with Moneypenny but he's never made love to her. She know's he's made love to exotic women all over the world but he only flirts with her, in innuendos. She's telling him to "put up, or shut up". In other words, "Some day I'm going to make you prove to me that you are the big stud you say you are!"
