No because it's part of your genetic make up. You cannot change that as in you can't change your skin color. You can tan to make yourself darker, but it'll fade as your hair will grow and it would be back to it's original color.
You can repeatedly bleach or dye your hair after your roots grow. Dyeing changes your hair pigmentation. if you want blonde (really light blonde) bleaching will do the trick better. However, bleaching KILLS your hair color pigmentation. It may cause your hair to break (not actually fall out as many people think) Bleaching also causes a slight burning sensation. Actual feeling/sensation/pain differs depending on a person's sensitivity to the formulas.

Pernamently? No. You can get it bleached, but as it grows out, the roots will need to be rebleached.

No, it will grow out. If you do bleach it make sure you do your pubes too.
