i want it to be really fun! im into nightlife, so nothing lame, but i want it to be cute, fun, memorable, flashy but also simple with no more than like 20 people

I would go out with your girlfriends, all dressed up and flirt with guys all night.
If you get a birthday cake, bring it with you to the first night club or dance club and eat it there with champagne to go with it.
I would also bring any birthday presents with you and open them there too. After that, you could lock the gifts up in the trunk of the car so they won't get stolen.
I saw a group of people celebrate this guys birthday this way, just about a month ago and I thought it was a great idea.
They were really having fun.

well where do you live, because it depends on if you have clubs or resterants or whatnot? You could do a black and white party to get people to dress up a bit more and go out.
