I don't know of a website, but there is free software that will allow you to make adjustments. Kodak Easyshare is free, just register and claim you have any camera and you can download their editing tools. Gimp, also free, is an image editor on par with Photoshop, but is complicated to the new user.

You can use Picnik.com to edit your photos on line. You can either upload them directly from your computer, or you can use pictures that you have on Flickr. With Picnik, you can adjust exposure, color, crop, rotate, and do most of the basic things that you usually do with Photoshop, but it's much simpler, plus it's free and it's online.

There's a nifty free program called IrfanView that will let you edit, resize, etc. your images.

you can try looking in download.com or soft32.com for some free good photo editting software
