Does it matter how windy it is and the length of the skirt as well as the type of underwear worn at the time? For example would you rather wear a thong, panties or go commando on the way to work or school where you would have to pass several air vents on the way knowing you can't hold your skirt down all day. Then having your skirt pinned up so everybody can see at school/work, or would you not care because you can't stop it anyway and let whoever see what they want to see?

When you choose to wear a skirt, you accept the fact that at some point, someone will see something it had been covering and wind will blow up it. That's the way things are.

If it's a cold day and you don't like the feeling of cold wind, it would be foolish to wear skimpy (or no) underwear and a short skirt. Some women may like the feeling and choose that on purpose.

I'm not trying to flash my underwear when I go out, so don't generally choose a skirt that's likely to fly up on a windy day. If people see it, it's not a big deal. They won't be seeing anything they haven't seen before.

If you're really curious, borrow a selection of skirts and underwear from your wife, girlfriend, sister or whoever, and try out different combinations on a windy day. Who knows? You might like it! :)

Well wearing a thong as compared to wearing panties has a complete different level of exposure. Assume your hypothetical situation is true...that no matter what people are going to see your panties. So there are four options.

1.) wear pants!
2.) wear panties
3.) wear a thong
4.) wear nothing

Now if you wear pants none of this will happen, if you wear panties no one is going to see MUCH...only an indescrete outline...if you wear a thong people are going to

A.) think WHY the hell is someone wearing a thong with a skirt
B.) slut

the exposure is going to be far more then panties, and people will most likely see much more then just an "indescrete outline"

The last and final option...going commando is inadvisable unless you WANT everyone to see.

First of all, I really think you just asked this question because you get off on thinking about women's panties or lack thereof.

But women should ALWAYS wear regular underwear (the full coverage variety) when wearing a skirt. There's no reason to wear a thong because their main purpose is to eliminate panty lines, which you don't really get in a skirt. Wearing a skirt (short or otherwise) without a solid backup plan underneath is just skanky.

If you don't want anyone to see your goodies, then have some underwear on. Can't stop the wind blowing, but at least you can stop people from seeing your stuff.

Wear whatever isn't going to show off the goods - no one needs to see that! You could go old school and sew weights into the hem of your skirt so that it stays down!

Ladies, if you MUST wear a short skirt, please wear brief-style panties beneath it. Theres a VERY high chance someone will see under it when it's shorter than fingertips at ur sides. Modesty is still a virtue. :)
