I Googled "best CD rates in the country" and found a Swiss bank that pays up to 12% for a 5-year CD. How can I investigate whether this is a safe investment?

Institutes with a Swiss banking license are very trustworthy and professional.

Therefore many doubtful offers in the world claim to be Swiss banks although they do not have anything to do with a Swiss bank.

12% for a 5 year CD doesn't sound trustworthy. You must keep in mind that higher interest rates always means higher risk. I bet you won't find the instituiton on the commission list.
