A heating pad under the tank would be best. Or a strong light (desk lamp with a 60 watt bulb) over a corner of his tank during the day. They can live at cooler temperatures (I usually have some garters in my backyard during the summer, but it's covered with snow right now!). If your tank is too cool for the snake, he'll get ready to hibernate - that's probably why he's not eating. If they don't have the proper temperature, he can't digest his food. What is the temperature in his tank?
What do you usually feed him? They like some variety in their diets. It gives them more (and different) vitamins & minerals, too. They will eat insects (crickets), earthworms, and fish. You can buy any of these at a good pet store. My ribbon snake (a kind of garter) loves rosy red minnows - I put 6 at a time in his water dish for him to "hunt", and they're gone in no time. But he'll let feeder guppies sit for a day or so before he'll eat these. Also, be sure the food you're giving isn't too big for him - nothing bigger around than the widest part of his body.
If you decide you no longer want him, maybe you can take him back where you got him - the store may not pay cash, but may give you store credit for another type of animal or animal food/equipment instead if you have other pets.

I would suggest getting a heating pad for under the cage to keep it warm at night, just in case it gets to cold.

heat lamp should be @ 70, good, cage secured with blankets for warmth, good, but I would suggest getting a zoo-med heat pad. they work really well.

not really as long as you keep them warm they will be fine i had one ,he did great,but see i love snakes big ones but i felt it was wrong to keep him from,the outside world so i took him to a place hed love where theres lots of food and shelter cause theres times they wont eat what you buy,you should of tryed a baby boa they are good starter snakes,,good luck

he should be okay. you always can get a repital heating pad at you local pet store.

As long as it feels relatively cozy inside his cage, your reptile will be fine.
But remember it is possible to cook 'em if it gets too hot.

if u caught him release him it would be in his and your best intresest i caught a garter snake and he will not eat and i cant release him till the summer comes because its 2 damn cold out right now
