Other than by making them expensive?
The normal answer is to make them with cinders (cinder block) which is a light weight aggragate. Of course making them light may defeat their use for some purposes where the weight is needed for stablity.

Make their hollow part spherical, then they will incorporate the concept of the arch, which makes Roman bridges survive to this day. The arch absorbs weight or pressure as equally as possible, without creating any pressure points.

there current structure is fine..actually recc'd

to try to change it would be pointless since it works..just fill the necessary cells for support when needed.
