What is the probability that the range of the sample is 2?

You need to tighten up your language when working probability. What do you mean by 'population'? Is that a complete set of possible values with equal probability? That is, a finite uniform distribution?

If so, then it's just a matter of counting. With 5 values of equal probality, each has p=1/5.

What do you mean by range?

the prob. of the 2 being chosen first is 1 out of 5 or .20
without replacement the prob. of the 2 being chosen 2nd is 1 out of 4 or .25. Add the two together to get .45.
If the 2 stays in the population after the first choice then its prob. the second is the same as the first or .20. add the two together to get .40.
so with replacement the prob. is .4
without replacement the prob. is .45
