You can buy Navel Jelly at your local hardware store but you need to be careful with it. It will remove rust in a short time but you need to clean it off when the time is right. Follow direction on the stuff and remove it when it says. If you need to add more you always can. When you finish with that, a small steel brush is what I use to finish it off. Don't worry about pot marks on the metal, it just add patina to the trunk. Use plastic gloves when dealing with the Navel Jelly.

Sand first. You don't have to sand all the paint off, just try to get it to the point of pretty smooth edges where the chips are. Then get a rust converting primer- sold in aerosol in the automotive section. It applies clear and dries black as it converts all the rust. Lightly sand again. It would be best to apply at least one coat of regular primer on all surfaces so that rust won't just happen again. Sand, paint, seal, done. And yes, metal paint would be a good idea. Though with good priming before and sealing after, it won't matter too much what's in between.

Before doing anything to an Antique you should check with experts first. Your efforts could actually destroy the antique or make it completely worthless.
