Paul has it almost right. Each of these periods is a relative age, and each relative period has an absolute age estimate measured in years. Also, each geological period has a "beginning" and an "end" time estimate, and we usually list them from youngest to oldest.
So the correct answer would be:
Cretaceous 65-145 million years ago (Mya)
Triassic 206-245 Mya
Devonian 354-417 Mya
Silurian 417-443 Mya
Note that the absolute age is an estimate determined by the decay rate of radioactive isotopes. Depending on the researcher, there may be some discrepancy on the years.
The short answer to your question is therefore: Silurian came before the other three.
Note that the earth is about 5.4 billion years old, so even the Silurian is quite "young" by earth standards. Over 90% of geologic time occurred before the Silurian!
