Ripping CD's is not legal. Period. Not even if you buy the CD for personal use. Consult a lawyer, though, as neither you nor I are on. There are free sites out there. Some use commercial songs while others use independent or customized ringtones. Some have midi ringtones composed just for the phone. I don't see a problem with those.
