He used his power as Commander In Chief of the U.S.'s military after conferring with his Cabinet and leaders of Congress.
Since The Berlin Airlift was a peace time humanitarian action being taken by an international coalition, there was no declaration of war, hostility or treaty which would have required action by Congress.
