the rubber moght be wearing out... your best bet would be to get a new one...

If holding the flushing arm allows the toilet to flush completely, you may have to do one of two things.
The chain connecting the arm to the flapper should be shortened or if the arm is made of plastic, you may have to replace it. The first fix is free, the second fix will cost you less than $10 and about an hour of your time (which includes getting the right part in the first place.) If you do need to replace the arm, I would bring the old one with you. I never knew there were different arm configurations until ours broke.

It depends on the type of flapper you have. They have various means of staying open. Look at it closely and see if something it physically stopping it from opening all the way. Sometimes they have little cups with water in them that slowly drain out and shift the weight so they fall back down after a couple of seconds. Check to see if they are draining properly.
Sometimes the hinges on the flapper are just old and rusty or gummed up and they don't open and close smoothly. You might be able to clean out the gunk. Or you might have to replace it.

Get a new flapper. They are inexpensive and easy to install. Make sure you have adequate amount of water in the tank.
Stop at a local hardware store and ask the clerk for some assistance. I have found they are very knowledgeable

the flapper has either lost it's floatation insert, usually Styrofoam, or it has developed a leak that let's air out of a pocket in it that helps it float up long enough for all the water in the tank to go into the toilet bowl for the flush cycle.
Buy a new one. It is simple to put in.

try a new flapper..have you tried just holding down the handle until everything has gone down? we have well water also, and sometimes it just wont flush right..is your water turned up as far as it will go at the bottom? perhaps you need someone to come look at your pump, you may not be getting enough water pressure coming into the house..hopefully you wont need to have a new well dug..thats costly..good luck..

There is something wrong with the connection/assembly. Get new part at your local hardware store. My guess is that the chain holding the flapper is broken.

You may have to get a new flapper with a float on the chain near the flapper its self. That will keep it open longer. They may sell the float seperately, but i am not sure.

The chain on your flapper is too tight. Loosen it abit. You may have to make a few adjustments to get it right. Good luck to you.
