for some countries it is free, for others not, for most countries of EU it is free,
it used to be free for US and Canada, but I think they changed it.
it is very easy to use, but there are many other similar programs - right now I use WebCallDirect - it is cheaper than Skype for countries outside the EU
if you go to webCallDirect.com you'll see a list of countries that you can call totally free

for Skype you can check rates here

foe WebCallDirect here

Skype is free to use if you call to another Skype user.

You need to subscribe to SkypeOut to make calls to phones.

You need to subscribe to SkypeIn to take calls from phones.

It's unlimited calls to anywhere in US and Canada. Otherwise it's "2.1¢ per minute to over 30 global destinations"
