Ya know when someone says "he/she took the ball and ran with it"??? I think it would mean that no one took the idea and did anything with it.

Analogous to American Football which is similar to Rugby where the oval shaped ball is the focal point of the game. The key being that the players try to pass the ball to each other trying to get it across a field into the opponent's territory for a score.
In this context the American writer is obviously alluding to the fact that the ball meaning an idea was on offer (Brickhouse) but no one was willing to grab it and convert it into a viable product.

it means that there are too many slackers and though there are great ideas out there, no one is putting for the initiative to put anything into action. "it has always been floating" implies that it has been brought up b4..."nobody grabbed the ball" means no one did anything or took on the project.

This sentence refers to the phrase "the ball is in your court" which means that the person referred in here as "your" has the options in front of him and he needs to take initiative.
So in the sentence you have stated, it basically means that nobody took the initiative to translate the idea into reality despite the knowledge of its existence.

It is an allusion to football and that the idea is like the football just floating out there waiting for the runner to reach out and grab it, then run with it.
