Because when American pointed out how badly the Apartheid system, they only scolded South Africa. They didn't sent in troops, create blockade or even use threats. They more or less said, "You're bad!"
Because there were no actions they couldn't have done C. And it not effective, so there goes B. They were more likely to just brush it off and be like, 'okay, whatever' than critize American for it.
So my bet is D.
