I live in US , and it is a very well know fact ( Wikipedia even states it in their article "Red Necks" that what we call "Red Necks" which I think is comparable to your "Chavs" are mostly of Scots-Irish ancestry and live in Southeastern part of US.
Just curious , since US "Red Necks" came mostly from Ulster Scotts or Scots-Irish , if "Chavs" are also from this same ancestry moslty?

No that is not true, Chavs are from all backgrounds and are identified by certain ways of dressing/behaving.

There are Black & Asian chavs too so I would say that your comparison with Red Necks is not 100%.
