Who is the top hat dancer?

In the early/mid 80's, there was a preformer who wore a large top hat that came down over his shoulders. He painted eyes on his chest and a mouth over his stomach. He wore a jacket that started at his waist and ended at his knees and below were pants. He basically looke like a small person with an oversized head. As he would dance, he would roll his stomach to make it appear as though his character was singing. He was in a video on MTV and I believe the name of the song was "Get Naked". He might have also appeared on a talent show like Star Search, but I can't be sure. What was his name and how can I find him on the internet?

I remember the character, but not the name - the show was "The Gong Show" with Chuck Barris
