how do you get elite skills for lv 20

In order to obtain an elite skill, you have to defeat the enemy boss which has possession of the particular elite skill that you want to acquire.

Once you have figured out which skill you want, and which boss uses it, you can go out hunting for him. When you have finally defeated him, capture the elite skill by using a Signet of Capture.

Also note that you do not have to stand adjacent to the boss' corpse in order to capture his elite. It is possible to capture skills from a certain range.
