He's the Penalty Timekeeper
In the NHL, and most professional leagues, there is a penalty timekeeper assigned to each penalty bench. The penalty timekeeper's responsibility is to note the start time and duration of penalties, being aware of the rules governing power plays and coincidental penalties. If a player on the penalty bench offends, the penalty timekeeper should draw the offence to the referee's attention.
Opens the door to let players out so that they don't cheat and try to leave a second or two early.
Has a small fridge in the penalty box with water for the refs or penalized players.

Keeps track of how much time there is for each penalized player left in the box since not all penalties are on the scoreboard (i.e. coincidental majors, misconducts).
Notify rink officials if the player in the box is being abused by the fans and have those fans ejected.
Provides water for the officials during TV timeouts.
Provides a replacement puck when the puck is hit out of play.
Ensures that the door is opened at the right time and when it is safe to do so.

He is there for some reasons. He is their to keep the player disciplined, make sure he knows before the penalty is over if it's about to run out, and he has the water bottles for the refs.

To sit their for 2 Minutes or More if they do a Stupid Play, Like Fighting Cross-Checking or Goal-tending, luckily NHL would allow These Acts to Compare any other Sports you'll be Thrown Out of the Game.

In the NHL, it's a guy that has water bottles and is there to inhibit the player from going ballistic or something. I'm not sure.
