Assuming I find full (commercial) PSP roms on the internet, whats my chances of burning the ROMS to a mini dvd and then inserting it to my PSP and then successfully play it?

Unless you are willing to spend thousands of dollars to get the UMD burning machine, you cannot do it. You put the ROMS in the memory stick to play. However, if your PSP not homebrew enable, you cannot play those ROMS.

It purely works with the PSP-1000 (fat) or PSP-2000 (slender) you'll choose custom firmware, a huge sufficient memory card, and some isos (that are unlawful BTW) Google the custom firmware. i'm not gonna help with the ISOs nonetheless

thats absolutely imopssible. you could never find a way to burn a UMD video!!! but if you have a big enough mem card, you can download vids onto it. with a computer connection cable.

(this is the best ansver)
