Yes. It is called justifiable/probable cause.
The police would have verified by telephone records if the calls indeed were incoming calls from a particular number, the number of calls. Many will also have it set up that when they do get these types of calls that a recording is made so as to be able to present it to the police when they make the complaint and will be used within court when bringing charges.

As a general rule, a person cannot be arrested without a warrant under the law.
Exception to this rule are as follows:
1. When a person is already committing a crime and has committed a crime;
2. When a prisoner escapes from detention;
3. When a person has personal knowledge that another person has committed a crime.
Thus, you can be arrested for harassment even when there is no warrant.

Under the Patriot Act, you can be taken into custody and questioned for an indefinite length of time without being charged. If you think that applies only to terrorist activity, you are dreaming. They've used it all the way across the board for everything from phone harrassment and child porn to income tax evasion and money laundering.

Unless you were judged by an officer to pose an immediate threat to yourself or those around you then no. They would wait to get a warrant for whatever you were in trouble for. A warrant for arrest is seen as necessary by police to protect themselves. This is due to the likelyhood of charges being dismissed/lawsuites being filed for civil rights violations related to false arrest/seizure.

Yes, if law on phone harrassment is subsisting in your area and there is probable cause that you committed it by at least 2 witnesses and you are actually committing or just committed phone harrassment, you can be arrested by any civic minded citizen. Absence of the elements mentioned, you are not liable to be arrested.

Yes...and stop harassing people on the phone and you wont have to go to jail. More than likely your are going to have to register as a sex offender if you are found guilty as well if this incident happened in Missouri.

they could probably take you down for questioning. But they can't search your house without a warrant or probable cause. So hide your stash when they show up.
