Over-the-air FM radio requires an FCC license. Currently they are not issuing any new ones in the Non-Commercial FM band (88.1-91.9 MHz) but they may have a window to accept applications late this year. If you form a community group, you could alternatively apply for a Low Power FM in the next window. Either approach could be done for just a few kilo bucks and a lot of luck. There are technical requirements for the application so you will need an engineer and a lawyer to help.

If you have lots of ready cash, either commercial or non-commercial FM licenses for existing stations are occasionally available for sale. These are not cheap but class A stations [250-3000 watts] are more affordable unless you live a large market.

This is for the USA. Europe has other requirements.
