If the game is clocked, then let him/her lose on time. If there is no clock and it is a tournament with a referee or tournament director, call either one of them. If it is a friendly game you may ask him/her to move after a long time. It is always good if you take notation so you know that you've made the last move. If the opponent trully refuses to move and all the above fails you can ask someone to witness his/her refusal, document it, and declare yourself winner after one hour (the regular time for loss in absence in tournaments).

It depends what the situation in the game is like. If both you and your opponent have no pieces, in most chess programs, the game will end in a draw. If you are just starting the game and the opponent has never moved during the game at all, then the game will usually get aborted.

This only applies for timed games, though.

Well that means he forfits the battle so the other player wins, like a real battle if the opponet forfits the battle and runs you automaticly win simple.

You cannot refuse to move, using a timer would help next time and then he would lose!!!!

Your opponent cannot refuse to move. If they do, then it is considered a forfeit and you will win.
