A catheter is a tube going through the urethra (or occasionally in the case of supra-pubic catheters through the abdominal wall) into the bladder. It is designed to allow free drainage of urine.
They can be short term, intermittent or permanent. Also a process called self catheterisation is sometimes used. The patient inserts a catheter when the bladder is full and removes it after emptying.
Catheters in men are most commonly needed when the prostate gland enlarges and causes problems.
In both sexes they are sometimes needed when patients have tumours, need other surgery or are badly incontinent.

I presume you are talking about a urinary catheter which is placed through the urethra into the bladder. It is a tube that has two holes on the end which is run up the urethra into the bladder and a balloon is inflated to keep it in place. The catheter then drains any urine that enters the bladder into a plastic bag.

I had one put in one time. It is a tube that is put into the penis and it causes the bladder to be emptied through the tube. It is used when normal urination is temporarily not possible.
