For rust scale use marbles or ball barrings, and shake to remove the rust, I would avoid using rocks as they may dent the tank, (not a good look) and bits of the rock may remain in the tank.
For sludge use marbles or ball barrings with kerosene or diesel (both of these helps water proof the inside of tank). You may have to do this a few times.
Do not use any water in the tank as this will rust the inside of the tank rust again. If do use water make sure the tank is not left to sit, and is dried well. Acetone will degrade any rubber, glues and plastics especially on the more modern bikes. and Acetone is nasty stuff and can cause liver damage.

This may sound silly, but it really works. Remove the tank, fill about 1/4 way with sandblasting sand and a little pea gravel.
duct tape the tank to the rear tire of a riding lawnmower that has the rear up off the ground with jackstands.Start mower and let idle in low gear. The tank will tumble the sand and gravel and remove all the trash. How long it will take depends on the amount to remove. After your done, blow out tank and rinse. If all goes well youll have a shinny new lining in the tank.

I have fount best results by using a little gas and about a 1 foot section of chain.
Attach a strong wire to chain before inserting in tank,let ample amount of wire stick out of gas cap. Insert rag into gas cap opening, and commence shaking vigorously.
Repeat till clean.
Note you may want to remove petcock and temporarily seal with either a cap, old petcock, or duct tape. The chain plays havoc on your petcocks.

The diesel and rocks idea sounds right, but I'd substitute diesel with acetone then I'd blow compressed air into it to deal with metal flakes from soapy water drying. The metal surface should some rust inhibitor in there quick.
It is true that acetone is nasty but with thick rubber gloves and good ventilation (outdoors is best) with safety gets the fast results. Acetone would dissolve built up gums and varnishes from old gas or water.

put a few litres of diesel fuel / a doz or so jagged rocks swish it around for a few minutes. Drain rinse with hot water and dish soap. Should remove most rust and sludge

Look in the phone book and find a shop that has a dip tank that you can dip a whole car in and it removes all rust ,paint and any fiberglass filler
